Possible but I suspect United have already spoken to Cesc or his agent and been led to believe hes interested. Otherwise its unlikely we would bid.
I think they would have then been given permission to talk to him by Barcelona... that's how it usually works.

Could be but lets be honest here, clubs go to the player first not the club. No point bidding if your going to be rejected by the player. Tapping up it may be but it happens at every club and probably in every transfer.
From how I have always understood it there are two bids that need to be made from club A to club B. Firstly a preliminary bid by club A to club B informing them of their desire to purchase. If bid is accepted by club B, club A have the go ahead to negotiate with the player and/or his agent. The fee proper is then put forth by the club wishing to purchase the player. Methinks United have simply made a preliminary bid (which is what a lot of clubs do).
According to Balague, Barca ain't interested in selling Cesc. Not sure why there are suddenly rumours about this in any case as I thought they had already stated their intention to keep. Doesn't make sense.
