I've just checked and it seems he is leaving Anderlecht and has already turned down a move to Dynamo Kiev, as he wants to play in the Premier League. It also looks like West Brom are after him.

Belgium have close connections with the Congo. Lukaku is of Congolese descent, played for Anderlecht and moved to Chelsea (loan to WBA). Roughly 1 in 2 goal scoring ratio for Anderlecht, I guess we'd take him if Chelsea offered. This bloke (Dieumerci Mbokani) has all the same antecedents being Congolese, playing for Anderlecht, and scoring at a rate of 1 in 2 for them. Has to be worth at least looking at.
Some of my mates have banging on about him for a while, as apparently he is a "beast". Unfortunately, I think there will be better clubs than us who will be interested in him.

I wouldn't totally dismiss this one. If City have made an offer of around £7m there is room for negotiation on the stated asking price of £10m.
He's really good. Could have same impact as lukaku and benteke (not just because of they played in belgium) but because similar player. But that's a lot of money. Interesting link nevertheless. I think the belgium market is where it's at now!
Wouldn't we be better looking at Lukaku - he's apparently expressed a wish to go out on loan next season to bolster his international chances. West Brom are looking at Mbokani allegedly so may not be looking to get Lukaku back. Just a thought
We'd all take Lukaku instantly I think. But he's got two options imo. Go to a newly promoted club and stand out like mad and do well against the bigger teams or join a bigger team than west brom, someone like everton/arsenal to guarantee he stays in the overseas news. Not convinced he'll be boosting his chances by joining us unfortunately, he'd then have to perform amazingly well.
