Tyrrell carried Elf branding since the early days of running Ford engines, but in this instance, yes it is a Renault powering this one. Bonus point. Why did Tyrrell have to run a Renault engine rather then their beloved Ford V8's? That will give you a clue to the year.

Hmm, Looks like a BAR-Honda at Silverstone. Top of the hemlet top looks likes it could be Olivier Panis so would make it 2001 if so. Not 100% sure as could be any BAR and a white helmet with blue top is quite common!
