No problem, I had that the other day no matter who I tried to give it to so I just went and shared it out on the Leeds forum.
When you've got some rep power, you can pass rep onto other members when you think they've made a good article or comment. Without rep power however you only leave neutral rep which doesn't count for anything. That's the way it was supposed to work anyway, not just passing it around in exchange for rep.
