Um, no. It's a trivial matter of over-elaborate bureaucracy. Having a squad limit (the existence of which I may well doubt as it is from a thoroughly disreputable source) would be a rule. Again, it's your old fried rhetoric - using emotive or poetically licensed phrases to suit a purpose. Red tape suggests it's the fault of bureaucrats. Rules suggests something that everyone has to adhere to.
