Marussia have said that they support Ecclestone's rekindled interest in a budget cap. I'm sure they realise that the only reason he's been talking about it is so he can use it as a bat to hit the teams over the head with in this crucial Concorde year. They have a pretty firm moral case in terms of all the new teams having signed up to F1 on the basis that a sensible cap would be in place. That's all been forgotten in the arguments about RRAs. I hope other hard-pressed teams, and maybe even FOTA, join them and pressurise Ecclestone into taking his own threats seriously. I don't know why they can't just say teams are not allowed to spend more than five times their entry fee, thereby funding a dedicated FIA accountant to work in each team. And scrap Ferrari's $100m sweetener if it's still in place.
