Should never have had it taken off him in my opinion. Capello bowed down to the media pressure and England haven't looked the same since.
Instead he gave it to Rio, a player in poor form prior to the world cup, on a ban for violent conduct, that drugs ban on his record and not to mention his awful injury record over the last year.
For me, the most important thing for a captain is how you lead and inspire your team on the pitch and if you compare JT and Rio (that is when he actually plays) there is no contest. Rio has barely even captained his own club. Good player, not a leader.
Lets hope with the real england captain back, England can kick on towards the euros. After that hopefully the next breed will be ready to take over and a new leader will be found (please not Rooney).
