Banning an IP address is only effective if the person has a static IP. It's often very hard to ban someone completely because they could always use a proxy to access the site.

Doesn't work like that - IP is the address from your router connected to the ISP (you do have IP addresses on your own wireless connection as well to add to the confusion).
As said before you can use proxies, VPNs (I always run through a VPN anyway at home, but that's because google saves your history of searches and I'm a paranoid ****er, so my IP address probably changes by the day), you could also just unplug the router from the phoneline and leave it off for a few hours as you'll be assigned a new IP address far enough away from your old one - but at the end of the day that's a lot of trouble to go to just to be a dick on a forum, it's more the tricks you can use to get past download limits on websites like rapidshare or megaupload.

I think the majority of Google's top search result 'Free Proxies' have been banned already. One very annoying Formula 1 fan decided to try go through every one of them in one day. There are ways of changing your IP, especially if you are using ADSL rather than cable but I don't think I'll advertise those methods
