Seems a pretty stupid rule anyway, only reason I can think of after thinking about it for 1 minute for it is to lip read if someone is accused of abusive language which is pretty rare anyway

Yep. The only reason why you'd cover your mouth in a confrontational situation is to verbally abuse someone, whether it's swearing at them or something more serious.
