Really? I actually assumed there was an organisation called the EFL that wasn't just the clubs and was responsible for regulating the leagues. I assumed this wasn't a club led org.

Live and learn.
There's a board elected by the clubs, remember tan got elected to it, but they serve the clubs in the same way any company board does. Any changes to rules are voted on by the members of the organisation, I.e the clubs.

Will the club be up for sale as a consequence of him stepping down or will it depend on the level of adverse publicity?
I read it's unofficially been up for sale/open for approaches for a couple of seasons, but not owning their stadium, which was initially seen as a good thing and money saver, is now turning out to be a bad thing - US and Saudi investors want the real estate and London clubs make a fortune from renting out their stadiums for other events and for sponsorship. So the three owners valuation of just over a billion isn't being met. Spurs are valued at over 3 billion..
