    Okay, I'll answer, but I have no question.

    this is Canadian film director Denis Villeneuve, no idea if he's related to F1 driver, Jacques. His name, I believe, translates to "Newtown" (? my French is not really up to it, but certain words I remember).
    He has been given "license" to direct the new James Bond reboot, and he's a lifelong fan of the Bond films.
    Personally, with Sicario, Bladerunner 2049, and one of my personal top ten favourite films of all time (big call, this) Arrival*, under his belt, I think he's an excellent choice.

    Sorry, I'm a bit under the weather to set a question... I started typing this about 40 minutes ago!

    * Jeremy Renner and Amy Adams play linguistics experts charged by Forest Whittaker with communicating with alien "arrivals". A beautiful sci-fi film a cut above the usual crash, bang, wallop, that is released these days.

    Shape of Water and Power of the Dog were nominated for best picture but did not win. Alll the others won. Is that part of the answer?

    Best Picture is not the Award. One of those films is an odd one out.

    There are nine films on the "list", and one missing from the question.
    There are only 10 films (ever) that fit the criteria, only two are mentioned, one is missing. Yes, the other seven in the question are relevant to answering the question.
