After it flooded in 1957 they diverted the natural river bed around the outside of the city and then built a whole complex in the OG riverbed including a new train station for Spain's excellent high speed rail network. It’s pretty impressive to be honest.

The severity of it and the amount of rain that fell in a short space of time was a surprise. Though heads will roll given the lack of preparedness and poor response.
Climate change deniers love a bit of whataboutery, dismissing examples of extreme weather by pointing out that there's always been extreme weather. There has. The climate change element isn't about one off events, it's about the unprecedented regulatory with which such events are now occurring.
Maybe…the surprise seems to be where the heavy rain fell…in the hills above, but the storm was well forecast. 3 weeks before my skipper said don’t come, make other plans. Not safe to go out to sea, will not be comfortable in port
