A comment on the BBC Sports website, from a BBC weatherman, is that this is the start of the rainy season in the West Indies. If that’s the case, other games could suffer as well, throughout the tournament. Could they not have played it a month earlier, to avoid the rains?
Just wait for the rain to come back before there's time to get a game in. Why attempt to fit in an 11 over aside game, when those first 11 overs might never count. Just go straight to a 5 over aside game.
