I think without knowing exactly the dynamics of the team selection meetings, it's very easy to assume the worst. It could be that the intention, at least, was that members of the 'team' were allowed to put across any suggestions that they had before the head coach made the decision. It doesn't necessarily mean that Speakman dictated what he thought and then the Head Coach refined it. I really don't think that dynamic would have worked with Mowbray so there's no reason to believe that Beale was made to work that way.
It's more likely that they'll have development plans for players and data around outputs, so Speakman and the data analysts advising when a player might need a rest or more minutes based on the data etc.
Absolutely no way he's telling the coach who to pick.
