Similar to ten Hag at Utd, none of the players at these clubs seem to be playing for the manager, nor really buying into/ suiting their tactics.
 
A busted clock is right twice a day, I worry that they keep on throwing money about they will strike gold by chance

My hope is that keeping them out of the CL
for several years damages them financially to
the point where UEFA FFP keeps them there
(since the Ukraine conflict they no longer
appear to have the FFP "protection" UEFA
gave to Sugga Daddy FCs) .

It isn't clear who is in charge of player recruitment at either club. I think the early days at Chelsea it was Boehly himself, acting like a ten year old with FIFA and access to his dad's credit card. But it isn't clear anymore. Poch showed in the summer of 2019 that his judgement on players warranted serious concerns. He only really flourished at Soton and Spurs when he had Paul Mitchell finding the players.
