It's likely the nature of having boots on the ground would result in this happening anyway, even if the policy was specifically to avoid civilian casualties. In a tank all it takes is one member of the crew to panic and shout "CAR COMING RIGHT FOR US" to have the turret turn and have a shot

Big difference here with this conflict and the Ukrainian one, is Russians and Ukrainians are fighting over an extremely vast area with plenty more chances for people to escape the conflict and head west. Almost all Western European nations are also accepting Ukrainians.
