20.5 * isn’t a heatwave , but it’s nice outside , even breeze is blowing warm air , and I’m well warm in T-shirt and shorts. One bloke I see has a thick fleece on with a thick body warmer on top - clue in name “ warmer” . Countless others in padded winter anoraks all zipped up - they must be dripping inside. And what I really don’t get , even if they need to wear a hoody on these days , is there a law which says that if you choose to wear a hoody , you must put the hood up ?
