As much as I agree, it would be very difficult; leagues start and finish at different times.
Yes, although I don't know of any that either don't:
1) Start in New Year with mid-season transfer window around the time our summer transfer is. Or
2) Follow a similar schedule to the Premier League. (most big leagues except South America). Most tend to have two transfer windows already that don't perfectly line up with start and end of season anyway.
Summer transfer window would probably need to be shortened a little and winter transfer window would need to be lengthened a little to make it fair for everyone. Would two months in winter and two months in summer make a big difference to how it is now? I don't know. Jan/Feb and July/Aug windows
Yes of course. They won't want to lose a good player with no time to replace him. That's why they are saying come back in January.

Most countries have the whole of January as their winter window with some like Norway, Sweden, Georgia, Belarus and a few African countries going until the end of March.
Summer window has more variance between June to September with a few African countries and Nicaragua going into October.
With regard to seasons - Brazil runs from May to December.
