I think there's a staged introduction and some really confusing rules where teams earn these "GBE spots" based on the number of minutes played by English players over a period of time.

From what I've read, Gunn would count as English for example because he was eligible for England when he joined the club, even though he's now a Scottish international. Depending on who you read, I think we start with 2 or 3 of these GBE spots available. But it's a rolling assessment so we could open up more.

Ogbene played almost half his games at center forward. That might be a reason for his poor defense reputation. Teemu was listed as "weak in defense" too. He was never given credit for his work on defense.

Good point CS. That does seem to be a characteristic of WhoScored's rating system, which is probably based on tackles, interceptions, takeaways and so on rather than skills like pressing, which are more the skills related to strikers or other players in that role. Sargent is a bit of a rarity in that regard.

It looks like it? I skimmed the rules pdf from the FA, and it looks like the easiest way for a player to qualify for one of the exception places is simply playing 5 domestic games (within the time frame analysed), at senior or youth level. There doesn't seem to be any restriction on the level of that league for the exception spots. So I think that would likely mean any of the players signed in the early years of Webber's reign would be eligible, even if we could only have up to 4 of them at a time.
 
We have, allegedly, made a E4.5m bid for Baris Alper of Galatasery. Part of a Rashica deal?
Also known as Baris Alper Yilmaz, 23 years old, can play anywhere across the front 3. Current Turkey international who came off the bench in their 2 most recent games.
Only just signed a new 4 year deal in May, so would seem unlikely

I think this was the player with a relegation release clause, so it's promising that we've reached agreement with the player, as the deal with the club is presumably a formality.
 
He is a right footed left winger, sometimes right winger. 22 yo. 5'10" tall. Spanish U19 caps. € 2.2m transferremarkt value.
 
Sainz has piqued my interest more than others we've signed or been linked with. A top player on a relegated team that finished strong in the league. Look how close the relegation fight was in the Super Lig:

From his highlights, which admittedly don't show very much, he looks like a hard-working, confident player.

According to Norwich Talk via Nick Mashiter, it would be a free transfer. I guess even a relegation clause could have a monetary value attached but not nearly as much as a normal release clause.
