That does seem to be a characteristic of WhoScored's rating system, which is probably based on tackles, interceptions, takeaways and so on rather than skills like pressing, which are more the skills related to strikers or other players in that role. There doesn't seem to be any restriction on the level of that league for the exception spots. So I think that would likely mean any of the players signed in the early years of Webber's reign would be eligible, even if we could only have up to 4 of them at a time.
