Nah Conscious decision, effectively communicated and actioned. Whether anyone likes it or not they couldn't risk looking stupid if the Coronation was disrupted so I imagine decided to just arrest anyone they thought would do and deal with the consequences later. Much easier to go 'oh yeah, sorry about that, not to worry' after the event, even if it means paying off a few, than have decades of slagging off for not stopping serious disruption or worse. Maybe not right, but pretty understandable (same reason why they let people put tents up overnight...you try putting a tent up and sleeping overnight on the Mall this weekend and see how you get on)
