Crazy money. Because of his nationality Haaland will never win a WC or anywhere near the array of trophies that the likes of Neymar, Messi and even Mbappe will win. I think that puts him as not quite on their level or worth. He will go to the oil clubs and end his career like Ronaldo instead of Messi. He's a body for hire with no commitment to anything except himself.
Winning a world cup doesn't mean anything to a domestic club. He is committed as much as any other player but he's protecting himself too. He's not forcing a move and any club that doesn't like the release clause doesn't have to sign him. I'd say it's the club that's being 'off hand' do to speak. They're trying to remove the release clause, something that was agreed when he joined, by chucking cash at him
