This intimidation of the officials does not happen in rugby. In fact, in union, the ref is called sir.
I agree with the hardline approach. Players should not be allowed to do what they are currently. If there is an issue to be addressed then the captains of each team can discuss with the referee. Players should be booked if they act intimidating. As soon as that happens players will stop.
Book everyone who is not involved or wearing the captain's armband. If that results in 8 yellow cards then so be it.
