Not sure I agree with that statementThe reason the PL has been hesitant to push charges (even when UEFA has already found City guilty of some of them) is that City bring big names to the PL. City is a cash cow for the PL.
As much as we all hate the buying of the league started by Chelsea and followed by city. City money has helped make the Premier League the richest league by bringing big names to England and making the league marketable to foreigners to watch... What is it now, something like 10 times more foreigners watch the PL than La Liga now. (Don't remember exact number)
Obviously the PL is not motivated to find City guilty. If City is found not guilty, I don't think many will believe they're really not. It's in the PL (as an organization) best interest that their biggest cash cow isn't put down.
That's why I think the PL won't punish City harshly. Punishing City is shooting themselves in the foot. They don't want Haaland and company to go to Spain.

I wish some reporters would have stopped him right there and actually pointed out that no one not uefa or cas found them innocent. The fact that they still had to pay a fine suggests that there was some guilt there. Only reason the punishment wasn’t uphold was because some issues were time barred.
Confused if he actually believes they were innocent or just complete denial. He seems an intelligent guy so can’t be the former surely.
