I am questioning the integrity of the news story, North Korea is supplying Russia with arms, here is a satellite photo which shows the same train on both sides of the border.

The railway gauges are different in Russia (1.52M) and Korea (1.435M, "standard" gauge). According the report I found, there is one crossing point only. Goods are transfered from standard gauge car to Russian gauge and vice-versa in a yard. The yard is on the Korean side of the bridge. Therefore Russian trains cross into Korea so technically the same train could be seen on both sides of the border but only in the short track between the transfer yard and the border.
I know the gauge is different, been on a passenger train entering Russia and they lifted the whole carriage to change the bogies.
My point is the news throws out a story but not all of it, leaving a lot to be inferred or imagined.
So, it was quite possible for a North Korean train to be inside the Russian border?
No, as the yard is in North Korea. The Russian train can cross the border to the yard but the korean train can't enter Russia.

The crossing has been closed for two years due to covid restrictions, now it has reopened for trade both ways. The USA take some pictures and claim / suggest that North Korea is supplying arms to Russia. The first quotes are from a monitoring outfit called 38 North on Reuters news site, those in bold from Railfreight.com

I said if what Oregan Tiger posted is correct a North Korean train cannot cross the border but a Russian train can enter North Korea but only as far as the goods yard.

I often wonder, did anyone ever hear Schroedinger's dead cat bounce ? The uncertainty is irksome.
So the news is now showing evidence that North Korea is supplying Russia with military aid. Satellite photos show the same train on both sides of the border.
Now with me being a sceptical bugger and knowing that Russia uses an unusual railway gauge my first thought was is that even possible? Seems not unless they went to the trouble of changing all the bogie wheels.
