I think he gives a foul on a Tunisian player just prior to the handball offence which he was looking at. Instead of penalty gives free kick to Tunisia.

A good world cup day so far. A good result for the middle east and Africa in footballing terms. The Saudi Arabia result in particular might have a big impact on the growth of the game in the region. Their second goal was tremendous. I enjoyed what I saw of Tunisia too.

Aye, it looks that way. He can't do that according to the rules though. VAR was for pen or no pen. You can't use VAR to reverse other decisions and give a free kick.
