They should be banned from signing anyone until debts are settled; both transfer fees and wages owed. Don't think there's a rule to allow this to happen though

I can only imagine European law would allow a club or organization or individual to take them to court in Spain or elsewhere from non payment of debt. I think they are very careful to pay the Spanish government their tax.
