I don't think anyone has said that it is new.. and Jurgen has only won 2 domestic trophies in 9 seasons anyway, compared to Pep's 9

You have to take into account the strength of other teams throughout the league back then.
40 points was considered an absolute minimum to avoid relegation and often more were needed, just lately teams have escaped it with as few as 35 and i could be even fewer this season.
