As I pointed out before, that figure is for people who actually came under SS control. If you honestly feel that their weren’t many times that figure who were complicit in the Holocaust, but remained as civilians then I tend to disagree.

The so called second holocaust was carried out by Romanian troops in Ukraine Goldie. The extent of Romanian involvement has been largely swept under the carpet but the Axis Army which invaded the USSR was actually only half German, and Romanian forces were the second biggest grouping.
