How he follows them in Olivers case will frequently depend on who is playing. And in Clattenburgs case he is on record as stating that he has refereed matches to his own agenda so its clearly not as simple as that.
A goalkeeper is considered to be in control of the ball with the hand(s) when:
- the ball is between the hands or between the hand and any surface (e.g. ground, own body) or by touching it with any part of the hands or arms except if the ball rebounds from the goalkeeper or the goalkeeper has made a save
Won the ball back with an obvious foul though, just like the Jota chance that hit Coady on the line.

Yeah, it's very badly phrased, so you can't tell if the "except" applies to the whole thing or not.
Dermot Gallagher seems to think that the Law has been applied correctly, but he would.
