I've said for ages that outfield players requiring treatment shouldn't stop the clock. Carry on playing and allow the physios on.
If a keeper needs treatment, then he should have to come off to get it and his backup should come on while it happens.
Problems? Teams might start using it as a timewasting tactic. I'm sure there's a way around that, though.
