The car, since the break, has just not been there for Sauber in general. Though to be fair the same could be said of Williams.
Belgium and Italy were weak tracks for them, Koba nearly managed to get into the top 10.
As for the strategy thing... the Sauber is notoriously easier on the Pirellis, I guess the team manager's adopted the "Button" strategy as a result.
