Southgate once said that he didn't call up Grealish because he hadn't played PL football.

I just don't think it sends out the right message. Even though I don't support England internationally, I know from following domestic football that Grealish pretty much single-handedly kept Villa in the Premier League. You couldn't say the same of Kalvin Phillips' contribution at Leeds, he didn't even play in every game last season.
I'd wager it's to tie him down to England to stop Jamaica calling him up.
Bowen managed 1 goal and 4 assists in 13 games. Phillips managed 2 goals and 2 assists in 37 league games. I know which one I'd rather take.
Thing is, Grealish is in competition for left side attacker with Rashford, Sterling, Sancho or for 10 role including Foden, Mount. Plus Maddison when fit. Phillips is a defensive midfielder so competing with Rice or the unfit Henderson.
