Is it racist, in the context of the original episode? No.
The Major is the butt of this joke, as even Basil Fawlty finds him to be reprehensible.

In terms of the nuance, compare the clip to Curry and Chips, the late 60s sitcom with a browned-up Spike Milligan playing an Irishman of Pakistani descent who various characters refer to as "[Indian slur] [Irish slur]" (and you can probably guess what those two are, the first being the same one that crops up a few times in Only Fools And Horses) which tried to mine the same vein as that clip, although if you do that for half an hour what tends to stick in people's minds isn't that it's showing up the bigots but instead a variety of characters are making various bigoted comments at a character played by somebody who browned up for the role

I disagree about Till Death Us Do Part. Alf Garnett's never been more relevant, unfortunately.Racial issues were appearing in 'Mind Your Language', 'Love Thy Neighbour' and 'Til Death Us Do Part'. Most of them have to be avoided, because they were of their time and are dreadfully crass and insulting.
