I have been there in West India Quay , the bridge and statue is very recent 1997 sounds about right.

His stint ended in May so technically he shouldn't be making sweeping changes to our capital city .
Personally I would fish the statue out of the harbour in Bristol and put it back , making the vandals that took it down pay for it or go to prison.
They had a poll in Bristol to remove it but most residents voted to keep it.
