Rangers debt (as far as I’m aware) is in the form of soft loans to their own board members who also happen to be fans of the club. Admin 2 won’t happen until we start hard loans from banks again.

No it wouldn't. It would have paid all clubs what they were due. Their money not the SPFL'S money!
The SPFL is there to look after all their member clubs to the best of their ability. To give those clubs all available information to let them make an informed choice because the clubs are actually the SPFL. When the SPFL fail do that they are not fit for purpose.
