I asked my mate this question a long time ago, he's been in the army for 15 years now I think. he said it depended on the situation, and if having to fire on people would prevent a bigger tragedy, then he'd follow orders. He did say this would require a hollywood movie style breakdown of order though, something like an Asteroid coming to wipe us out but there is only shelter for a 50th of the population. police today though? I'd not doubt they would open fire on you. Their whole thing these days is about keeping themselves safe and seeing everyone else as a threat in situations.
