I reckon Arsenal are playing skint, they got dough.
If they genuinely haven’t then letting Ramsey go was just utterly ridiculous.

Yeah I'm beginning to wonder. We absolutely have to get a CB and LB. I know we're dicking around over Tierney, but we've apparently got a £23m bid in for Saliba, plus probs £20m we'll have to pay for Tierney. Then we need a CM to replace Ramsey.
So why are we going to make a bid for Zaha if we're so skint ? We've just signed a £300m deal with Adidas too, so I reckon there are funds there.
Probs best not to go around like Wenger did and tell everybody that if we want to buy a £70m player we will and then get held over a barrel in negotiations.

Shame Arsenal can't afford him.
Even if they had the money to buy him, they won't be able to pay him the kind of money he wants.
When players go to Arsenal they suddenly get very greedy, but Arsenal can no longer support free-loaders, especially when they already have the biggest free-loader in the Prem on their books.
