I am no expert but is it a case that the player move is completed once the International Transfer Certificate is issued I.e. when the FAW agree it which is in advance of any Premier League paper work which I presume is needed for a player to play in the PL
From what I understand Glam, there can be as many contracts signed between clubs and players as they like, but they only come into effect when they are officially ratified by the football governance authorities - until then they are only "pending".
It's exactly the same when you see the caveats like "subject to international clearance" or "subject to medical examination" tacked on to contract announcements.
If he was registered with City then our insurers would be in line to meet any claim - if he wasn't then that means he was still a Nantes' player when he stepped on that plane and they would need to claim off their insurers.
There is no doubt the insurance companies are driving this one, not necessarily the football clubs themselves.
