I thought he did get charged retrospectively? Can't remember any detail though tbh so might be wrong.

It reminds me of a FIFA cheat tactic.

Future cheat: deliberately kick the ball out for a defensive throw in near the corner flag and try to stop them clearing.

Answer: because it’s Klopp and Liverpool.

Or because the ref saw it and did nothing....think they only punish you afterwards if the ref hasn't seen it.
