Could the specific place be Dunkirk - in which case the figure refers to the number of servicemen evacuated from there. Unfortunately I don't know who the last one was.
It is Cologne...the last man off was General (later Field Marshal) Harold Alexander. Later in the war, 1944, Churchill appointed him overall commander of the allied forces in Italy.
