Depending on the issue it won't be done imo. If the rumour of us renegotiating is true, then I don't see us ever signing him. If the rumour of the Lyon president never agreeing a fee in the first place and playing hardball is true, then maybe we do something post world cup.
Normally the selling club makes it public so it attracts other bidders in hope to drive up the price.
I'm not sure how the intricate details of transfers work so I can't see how the Lyon president [or whatever he is] can stop a player who wants a move, leaving in the way he is doing here. Obviously everything I've said about it is speculation anyway.
