Hogg gets to the ball first and his foot is moving in a downward motion. It only ends up being a 'stamp' because Ayew is so wildly out of control and moving much faster than Hogg could've anticipated. Ayew on the other hand gets nowhere near the ball and connects with Hogg's standing leg. On a wetter surface with a bit more zip and less stability, that could be a season-ender. Oliver is usually a total plank but on this occasion I think he's made the right call.
