As for club level, union has only been professional forvavrelatively short time but the best supported rugby club of either code is Leicester and the average Aviva Premiership crowd is higher than the Super League one.

Hull isn't that small. Larger than Derby and Southampton. Admittedly they don't have rugby clubs.
Leicester is unusual that though the city population is larger than Hull's the urban population is 60,000 less than Hull's 570,000. Can't think off hand of anywhere else where that is the case though there possibly are.
