Pep was trying to buy him all last summer, so clearly he does think he's better. They've just been priced out of the deal.
Only player who is even in the argument is Aguero, and even he gets dropped by Pep regularly.

Ofcourse they can get priced out, they don't spend from a bottomless pit of cash. FFP sees to that. It was the same reason why they where priced out of signing Johnny Evans.
We have just as much ammunition if not more in the transfer market thanks to FFP.
