In fairness while we are not in right.... it is very rare that this situation occurs. If a club say like utd or real bid on an arsenal player it is only reasonable for arsenal to want the player not to go to a rival.

No, Liverpool and Chelsea could match offers but there is nothing forcing saints to accept them both. It's up to them who they sell to. If they want to accept one and reject then others that's entirely up to them.

Never said (or certainly meant to say) that isn't the case - but if the club had identical offers and tried to force a sale to one of the clubs over the player's head they would be foul of contact law - they can not sell a player to a club that they do not want to go to. Totally irrelevant though - he'll go to Chelsea in a flash to get out of the ****storm he's no created.
