It's because they were drawing out the seeded teams first. It made sense but they just cocked it up.

Some games may see some teams very short handed! They omitted the bit about not applying to certain "big" teams!

Expect a fair few cards in games to prove the point before players catch on. In the past teams such as United have been dreadful. Redmond is our drama queen....does it with a smile, but that may not be good enough.
