Phelen will have given him a wish list, but probably will not be told whether there is money to spend or not.

No manager controls the moneys or signs the cheques, all signings have to be approved by the chairman/owner/MD or whatever.

The point is, which you seem to have missed, that Phelan probably being the head coach will not be told what budget he has, whereas a manager would.
Last window we signed six players and the right team spirit waned a little. Now it's back, we don't another load of signings - 2-3 would probably be fine as long as one is a goal scorer.
