Brackets are used by writers to insert words that haven't actually been used by the speaker, and are nothing more than interpretations, by the writer, as to what he thinks the speaker might say. The words inside brackets are, therefore, nothing more than fiction. Whether or not the lack of a closed bracket is down to the journo's sheer incompetence or evidence of his third-rate wummery, is open to debate.
