Our wage bill has always been within our budget. Other clubs didnt follow that one and one by one each has fallen away.
Man U also did the majority of their spending 10 years ago, prices are inflated now so a comparison is ridiculous. Like comparing the weekly spend of someone in the 21st century to someone in the 18th century Bottom line is, compared to other teams in the league, City and Man U have spent a lot more, no moral high ground to be taken.

Man Utd built their success on their achievements. Man Citeh are building their success with someone else's achievements (i.e. the owner's money). And while Man Utd were so good at continuing that success it left other clubs in a Catch-22 situation....can't win the league because they don't have the money, don't have the money because they can't win the league. And thus, the only way to change that situation is to find someone willing to plough enough money in to change the status quo. That has now happened but Ferguson did it the hard way, winning the FA Cup, the Cup Winners Cup and then they became English champions. Of course, there is also an argument that some of Ferguson's finest players cost nothing (Scholes, Beckham, Giggs). He even bought Cantona for a snip.
Biggest spenders, fourth biggest spenders, what a laugh. The biggest spenders don't win every year, but most of the time the only other teams to top them are other massive spenders. Titles are mostly won by major spenders.
